Behind Taiwan’s most iconic infrastructure projects—be it the Taiwan High-Speed Rail, nuclear power plants or airports—stands Liang & Partners Law Offices, a legal powerhouse established in 1979. Their deep understanding of construction law and experience in both public and private sectors have been instrumental in shaping Taiwan’s skyline.

The firm’s extensive portfolio showcases a diverse range of expertise, covering everything from traditional construction projects to Build-Operate-Transfer (BOT) and Public-Private Partnerships (PPP), as well as Real Estate Investment Trusts (REITs). This depth of experience across resolving contractual disputes involving issues such as interim payments, concurrent delays, remeasurement contracts, unforeseen circumstances and force majeure events allows Liang & Partners to anticipate and mitigate potential legal roadblocks, ensuring the successful completion of even the most ambitious construction projects.

One invaluable asset across all these projects is Liang & Partners’ adept ability to bridge the gap between government agencies and private contractors. A long-standing relationship with the Ministry of Transportation and Communication has allowed them to provide counsel on complex regulatory matters and actively contribute to shaping the legal framework of the industry. This is evident in their instrumental role in developing mass rapid transit system regulations and influencing guidelines issued by the Public Construction Committee.

“A deep understanding of both the regulatory landscape and the practical need of the industry enables us to facilitate effective collaboration, streamline approvals and resolve potential conflicts proactively,” says Frank Kung, managing partner. “This results in smoother project execution reduced delays and ultimately, the timely completion of critical infrastructure that benefits the entire nation.”

The head of managing partners Kung also serves as the chief of the public construction committee of the Taiwan Bar Association and has served as an arbitrator and litigator for various associations showcasing his expertise in dispute resolution and a promise to uphold the law.

Liang & Partners have previously successfully represented the government in a series of disputes related to the Taoyuan Airport MRT Project, involving 100 million USD, and the contract negotiations for the Taiwan High Speed Rail BOT Project worth a staggering 16.7 billion USD, demonstrating an ability to navigate high-stakes legal battles with skill and determination. Their expertise in mediation, arbitration and other dispute resolution procedures, often involving intricate issues like interim payment disputes, concurrent delays, unforeseen circumstances and force majeure, has earned them the trust of clients facing even the most complex legal challenges.

Now, Liang & Partners is actively focused on the representation of private contractors and subcontractors. They handle all legal matters for prominent companies like CTCI, one of the largest turnkey contractors around the world and Hitachi Rail, one of the top three railway systems around the world. Paying keen attention to the needs of the employees on the ground, the firm takes a balanced perspective to foster collaboration and find innovative solutions that benefit all stakeholders, balancing the interests of landowners, contractors and subcontractors.

At the heart of Liang & Partners’ success is a team of seasoned lawyers. The firm is currently led by four managing partners with extensive know-how of the industry, including the leader of the firm Frank Kung, who carries over 30 years of experience in the field, and Jennifer Chiu, Rose Huang, and Jones Lin. There are also two senior partners, Ellie Pan and Evelyn Lee, who act as the bridge between associates and managing partners to ensure seamless collaboration and client satisfaction.

Emphasis is also placed on hiring young talent. Liang & Partners actively recruits associates with diverse language skills, such as Lisa Kung, a graduate of Harvard Law School and National Taiwan University, who contributes to the firm’s expertise in handling foreign and international cases.

Actively expanding its horizons seeking to collaborate with law firms in other countries, Liang & Partners is all set to take on more diverse and complex international cases. This forward-thinking approach ensures that Liang & Partners remains a dynamic and adaptable force in the ever-evolving construction law landscape. Liang & Partners Law Offices is a driving force behind Taiwan’s construction law landscape. Their diverse experience and adherence to client success make for an invaluable partner for anyone involved in the construction industry.
